He is on a cliff above Sun Rock Retreat. A steep path east-northeast of the largest tent leads up to him.
Hgarth teaches Expert Enchanting and trains Enchanting from skill 125 to 225, so this is where you train past 150. Below 125 go to Godan in Orgrimmar or Teg Dawnstrider in Thunder Bluff.
