He is in the Apothecarium, underground in a human torture chamber, standing near the stairs, just below the wooden "Alchemist" banner.

Doctor Herbert Halsey teaches Expert Alchemy and trains Alchemy from skill 125 to 225, so this is where you train past 150. Below 125 go to Doctor Marsh in Undercity. Past 225 go to Rogvar in Stonard, Swamp of Sorrows.
