He is in Booty Bay, in the building directly above First Mate Crazz, who stands at the middle of the docks. (see the marked picture below)

Oglethorpe Obnoticus teaches Artisan Engineering and trains Engineering from skill 200 to 300, so this is where you train past 225. Below 200 go to Springspindle Fizzlegear in Ironforge or Roxxik in Orgrimmar.
